Invitation for Submissions: ACTPLA – Energy rating discusssion paper

ACT Government - ACTPLA LogoACT Planning and Land Authority is inviting interested parties to make written submissions on proposed changes to the ACT House Energy Rating Scheme and reforms to the regulation of building energy assessors.

Should the proposals discussed in this discussion paper be adopted there will be a direct impact for ALL individuals intending to buy, sell, rent or lease properties in the ACT due to changed legislative and regulatory requirements.

The discussion paper addresses two major issues relating to energy efficiency assessment in the ACT, one being the requirements for obtaining and generating energy assessments (ACTHERS) which will affect all individuals intending to buy, sell, rent or lease properties, and the other regulation of assessors.

All individuals buying, selling, renting or leasing property will be directly impacted by the proposals in Part A of the discussion paper (Highlighted below):

  • the potential revision of the Civil Law Act (introducing new penalties)
  • the expansion of requirements under the Residential Tenancies Act to extend mandatory disclosure to all rental properties and;
  • the proposed adoption of ‘Second Generation’ software for the rating of residential dwellings.

ACTPLA has provided the  discussion paper online that outlines issues that might be considered by people making a submission.

Submissions must be in writing. All forms and lengths of submissions will be accepted, including emails, letters or separate papers. The closing date for submissions is 25 May 2009.
