Submission on Proposed Missing Middle Housing Reforms

North Canberra Community Council (NCCC) does not support the “Missing Middle” housing reforms to the Territory Plan (hereafter MMHRs) as proposed by the ACT Government.

 

NCCC considers that the MMHRs:
● are not based on a clear statement of objectives or compelling evidence that the MMHRs
will deliver particular outcomes; and,
● are neither necessary nor sufficient to deliver the scale and diversity of housing the
community needs; and,
● are likely to deliver a range of negative outcomes that have not been identified,
assessed or explained to the communities most directly affected; and,
● would lead to haphazard, unpredictable development driven by developers rather than
the community.

 

The NCCC supports appropriately planned and targeted dwelling density increases within existing suburbs with a commensurate increase in amenities and infrastructure such as schools and community services, health facilities and services, shops, parking, EV charging points, cycle paths and footpaths, playgrounds, facilities for recreation, waste collection, sewerage, maintenance etc.
