NCCC July 2020 Newsletter

The NCCC was delighted to host its first ever online General Meeting in July, with many members logging in via Zoom last week to hear guest presentations on the historic Dickson Aerodrome, new Dickson Walk-in Health Centre and the planned changes to the bus network.

The next General Meeting (16 September), which will also be held online, will feature a Kurrajong candidates forum for the upcoming ACT election. Information on how to access the online meeting will be enclosed in the next General Meeting Agenda.

NCCC updates

  • Consultation commences on the ACT Planning Review: The NCCC notes that work on the ACT Planning Review is underway. The Review, which would lead to the development of a new Inner North District Plan and reforms of the planning system, could have a potentially significant implications for North Canberra residents.

The ACT Government has advised that the initial consultation sessions on the Review will soon be commencing through the Environment and Planning Forum. The NCCC will seek to ensure that it is able to provide meaningful input to any parts of the Review that may affect our residents.

  • Upgrade to Morisett road: The ACT Government is currently organising the design of an extension of Morisset Road through to the Federal Highway (to intersect at the Antill Street roundabout). The primary purpose of the extension is to provide direct heavy vehicle access from to Federal Highway to Mitchell and then onto the Barton Highway, via Gungahlin Drive.

The design, which is still at an early stage, will also include a stormwater retardation basin on Sullivans Creek to provide flood mitigation. There are some concerns about the proposal, particularly in terms of the environmental impacts on Sullivans Creek and the traffic impacts on Antill Street.

Local News and Updates

  • Petition against relocating the City West Bus Layover to Turner Parklands: A recent DA has proposed relocating the city West Bus Layover and constructing a public transport facility for 25 bus parking spaces, staff amenity building and associated works in the Turner Parklands.

A petition has been started by Turner residents calling for a community consultation process to examine concerns about the loss of the parklands and visual amenity; traffic management and safety; noise and fumes. If 500 signatures are received, the petition will be referred to the relevant ACT Legislative Assembly standing committee for consideration. You can sign the petition here.

  • Reduction of illegal parking in Campbell: Campbell residents have, for an extended period of time, noticed a steady encroachment of illegal parking on nature reserves in and around Campbell, particularly in the context of the extensive number of developments underway in the area at the moment.

Since Campbell residents used the ACT Government Fix My Street form and wrote to local MLAs to register their concerns, some residents have noticed an uptick in parking operations and monitoring of and signposting to deter illegal parking.

  • DOMA development under review: The planned Doma Group Foothills development at the base of Mount Ainslie, which is expected to include more than 200 homes, a private tennis court and a pool, has been placed under review by the Federal Environment Minister Sussan Ley, following the revelation that Doma Group had not consulted with Indigenous groups regarding the potential heritage significance of the site.

The NCCC welcomes the review and notes a range of concerns about the proposal which have been raised previously, including the traffic and environmental impacts.

Treasurer’s Update

Over the last month the NCCC Committee has provided funding to the Reid Residents Association to produce welcome packs for new residents, in addition to paying for a Zoom subscription for online meetings, and for Planning Alerts. The ACT Government will shortly produce advice on reporting against the 2019-20 Deed of Grant, which will inform the Council’s report to Government. The Government has indicated that it will be looking to Councils to find flexible and innovative ways to undertake consultation with the community in the current environment.
